Abstract
Este documento, propone herramientas y alternativas adecuadas a los miembros de la Policía Nacional, para el correcto manejo de las redes sociales, sin ningún tipo de afectación del derecho a la libre expresión del policía, ni incurrir en violaciones a la normatividad policial, preservando la institucionalidad. Los principales resultados de este estudio de investigación y profundización, fundamentado en la revisión documental, pretenden demostrar que un servidor público, no pierde su condición de ciudadano y, por ende, tiene todo el derecho de expresar sus opiniones sin afectación de su derecho de libertad de expresión, consagrado en la Constitución Política de Colombia (Asamblea Nacional Constituyente, 1991). Por lo anterior se hace necesario, centrar este estudio, de manera específica, en los miembros de la Policía Nacional, con el objeto de proponer herramientas y alternativas, para que, desde su profesión policial, puedan ejercer su derecho a la libertad de expresión como funcionarios públicos.
This document proposes adequate tools and alternatives to the members of the National Police, for the correct management of social networks, without any type of affectation of the right to free expression of the police, nor incurring in violations of police regulations, preserving the institutionality. The main results of this research and in-depth study, based on documentary review, aim to demonstrate that a public servant does not lose his status as a citizen and, therefore, has every right to express his opinions without affecting his right to freedom. expression, enshrined in the Political Constitution of Colombia (National Constituent Assembly, 1991). Due to the foregoing, it is necessary, to focus this research study, specifically, on the members of the national police, in order to propose tools and alternatives, so that, from their police profession, they can exercise their right to freedom of expression as public officials.
