After the signing of the peace agreement in 2016 between the government of the then
President Juan Manuel Santos and the organized armed group FARC – EP conceived the victims
as the central axis of the system of truth, justice, reparation and non-repetition that has among its
mechanisms the Special Jurisdiction for Peace (JEP). The JEP was named as the judicial mechanism to investigate, prosecute and punish
those most responsible for the violations of human rights and the right
international humanitarian law, which were committed during the Colombian armed conflict. Since
from the 1990s to the present, members of the Public Force have been victims
of the Illicit Methods and Means of War used mainly by the FARC - EP, these
events have affected the Public Force, causing them to suffer unnecessary suffering with the
use of unconventional weapons. Although humanitarian demining began in Colombia in 2004 in compliance with
of the Ottawa Treaty, in the department of Meta the figures of military casualties for the
illicit methods of warfare have not disappeared. However, victims of antipersonnel mines
(MAP), Unexploded Ordnance (UXO) and Improvised Explosive Devices (IEDs) after the
year 2017 cannot be accredited before such JEP. Given this, it is possible to resort to the mechanisms
international organizations and denounce the victimizing acts committed during the post-agreement
