Abstract
La contaminación del río Bogotá trae consigo mismo efecto directo sobre las condiciones medioambientales en su cuenca que, afectando los costos de producción de algunas actividades productivas, desarrollo económico, los usos y valor del suelo. A dicha situación se agrega la topografía característica que tiene el río, contribuyendo a la alteración de los parámetros fisicoquímicos de la fuente hídrica, la desviación del cauce y falta de predios para intervenir las zonas de amortiguación, contribuye al riesgo alto y medio de inundación durante los periodos de alta pluviosidad por la insuficiencia en la capacidad hidráulica que posee el río en la actualidad. Lo anterior trae como consecuencia la pérdida de biodiversidad nativa, problemas de olores, presencia de vectores, y deterioro paisajístico en la zona aledaña al río, desmejorando la calidad de vida de los habitantes ribereños. Para dar solución a la problemática ambiental, es necesario crear políticas públicas que den lineamientos estratégicos frente a la planeación, control y protección de los recursos naturales, garantizando la sostenibilidad ambiental; tarea ejecutada por La Corporación Autónoma Regional de Cundinamarca – CAR como máxima autoridad ambiental de su jurisdicción en cabeza del Fondo para las Inversiones Ambientales en la cuenca del río Bogotá, se encargan de celebrar contratos en sus diferentes modalidades y/o convenios con entidades públicas o privadas, cuyo objeto sea la recuperación y protección del medioambiente, buscando incentivar la participación ciudadana en el marco del Megaproyecto de adecuación hidráulica y recuperación ambiental del río Bogotá (AHRARB), promoviendo y ejecutando acciones que permitan las inundaciones controladas, regulen los causes y se recuperen terrenos necesarios para la protección y/o manejo adecuado de las cuencas hídricas que permitan la preservación biótica aledaña, y mejora de la calidad de vida de los habitantes del territorio CAR, trayendo progreso para la región con la recuperación ambiental de esta importante fuente hídrica que atraviesa Cundinamarca, proyectando el río como un atractivo turístico ambientalmente sostenible.
The contamination of the Bogotá River has the same direct effect on the environmental conditions in its basin, affecting the production costs of some productive activities, economic development, land use and land value. In addition to this situation, the river's characteristic topography contributes to the alteration of the physicochemical parameters of the water source, the deviation of the riverbed and the lack of land to intervene in the buffer zones contribute to the high and medium risk of flooding during periods of high rainfall due to the insufficient hydraulic capacity of the river at present. This results in the loss of native biodiversity, odor problems, the presence of vectors, and the deterioration of the landscape in the area bordering the river, which has a negative impact on the quality of life of the riverside dwellers. To solve environmental problems, it is necessary to create public policies that provide strategic guidelines for planning, control, and protection of natural resources, guaranteeing environmental sustainability; This task is carried out by the Corporación Autónoma Regional de Cundinamarca - CAR as the highest environmental authority in its jurisdiction, headed by the Fondo para las Inversiones Ambientales en la cuenca del río Bogotá (Fund for Environmental Investments in the Bogotá river basin), which is responsible for entering into contracts in its different modalities and/or agreements with public or private entities, whose purpose is the recovery and protection of the environment, seeking to encourage citizen participation in the framework of the Mega-project for the hydraulic adequacy and environmental recovery of the Bogotá river, promoting and executing actions that allow controlled flooding, regulate the watercourses and recover land necessary for the protection and/or adequate management of the water basins that allow the preservation of the surrounding biotic, and improve the quality of life of the inhabitants of the CAR territory, bringing progress to the region with the environmental recovery of this important water source that crosses Cundinamarca, projecting the river as an environmentally sustainable tourist attraction.
