Abstract
En el presente ensayo se realiza un análisis de las asignaciones presupuestales al Instituto Distrital para la Protección de la Niñez y la Juventud- IDIPRON en los años fiscales 2022 y 2023, para ello se necesita entender que es el presupuesto, para que sirve, como funciona, de donde viene entre otras funciones que tiene, para realizar este análisis se comparan los presupuestos anuales de rentas y gastos del Distrito Capital autorizados para los años fiscales 2022 y 2023 al sector de Integración Social al cual pertenece la entidad en mención, para esto se realiza la comparación de los presupuestos asignados en los años ya mencionados con anterioridad y los recursos asignados a cada proyecto de inversión que tiene la entidad, con lo ya señalado se busca evidenciar las causas del recorte de recursos que sufrió la entidad en el cambio de año fiscal, y cuales han llegado hacer algunas de las medidas tomadas por la entidad para poder mantener la prestación del servicio de forma idónea a la población beneficiaria sin tener que reducir la capacidad de atención que tiene la entidad. Sin embargo, y a pesar del gran recorte en presupuestal que ha tenido el IDIPRON, debido a las políticas y decisiones que ha tomado la administración central se ha visto una armonización entre lo planeado y lo realmente requerido para el cumplimiento de los objetivos que quiere alcanzar la institución. Así mismo, es necesario indicar que los recursos presupuestales que fueron asignado a pesar de haber sido restringidos y minimizados deben enfocarse en cumplir la misionalidad y los objetivos estratégicos, encaminados al desarrollo eficiente y oportuno de los servicios que se brindan a la población beneficiaria, previamente caracterizada, identificada y priorizadas; queriendo con esto decir que, los recursos públicos siempre deben estar al servicio de la ciudadanía.
In this essay is about the analysis of the budget allocations to the District Institute for the Protection of Children and Youth- IDIPRON, in the fiscal years 2022 and 2023, for this it is necessary to understand what the budget is, what it is for, how it works , where it comes from, among other functions it has, to carry out this analysis, the annual budgets for income and expenses of the Capital District authorized for fiscal years 2022 and 2023 are compared to the Sector of Social Integration which IDIPRON belongs, for this compares the budgets assigned in the years already mentioned above and the resources assigned to each investment project that the entity has, with what has already been indicated, it seeks to demonstrate the causes of the cut in resources that the entity suffered at the turn of the year, and which have come to do some of the prevention taken by the entity to be able to maintain the provision of the services in an ideal way to the beneficiary population without having to reduce the attention capacity of the entity. However, and despite the large budget cut that IDIPRON has had, due to the policies and decisions that the central administration has taken, there has been a harmonization between what was planned and what is actually required to fulfill the objectives that the institution wants to achieve. . Likewise, it is necessary to indicate that the budgetary resources that were assigned despite having been restricted and minimized should be focused on fulfilling the mission and strategic objectives, aimed at the efficient and timely development of the services provided to the beneficiary population, previously characterized, identified, and prioritized; meaning with this to say that public resources should always be at the service of the citizen.
