Abstract
La conservación de ecosistemas estratégicos es un pilar importante en la
administración de los recursos naturales por parte del Estado. Sin embargo, el
crecimiento de la población y su consecuente expansión urbana amenaza aquellas
áreas destinadas a la conservación de dichos recursos, hasta el punto de eliminar
los bienes y servicios ambientales que de ellos se desprenden para la sociedad.
Por tanto, con este estudio se pretende evaluar la eficiencia del programa
“Incentivos a la Conservación” de la Secretaria Distrital de Ambiente (SDA) el cual
nace como respuesta a dicha problemática, el cual utilizando herramientas de la
economía ambiental como los incentivos tributarios, busca estimular la
conservación del medio ambiente en los predios ubicados dentro del Sistema de
Áreas Protegidas del Distrito, y de este modo proteger los recursos que allí se
generan. Dicha herramienta ha permitido certificar un número importante de
predios en la categoría de Preservación, brindando beneficios económicos a sus
propietarios. Sin embargo su alcance aún es muy limitado en parte por
desconocimiento de la herramienta o por la negativa de los propietarios a registrar
los predios que se encuentran dentro de estas áreas protegidas por miedo a
controles y sanciones por parte de la autoridad ambiental. Si bien se considera
que los incentivos tributarios constituyen una importante herramienta de gestión
para las áreas protegidas, se plantea que dicha herramienta debe estar
acompañada por otros incentivos que permitan alcanzar los objetivos ambientales
sin entrar en conflicto con los sistemas productivos ya establecidos en estas
áreas.
The ecosystem strategic of conservation is an important support in the
administration of the natural resources on the part of the State. Nevertheless, the
growth of the population and their consistent urban expansion threatens in those
areas destined for the conservation of the above mentioned resources, up to the
point of eliminating the goods and environmental services that with them part for
the society. Therefore, this study aims to evaluate the efficiency of the program
"Incentivos a la conservación" from the Secretaria Distrital de Ambiente (SDA),
which was created in response to this problem, which by using tools environmental
economics as tax incentives, seeks to encourage the conservation of the
environment in properties located within the Protected Areas System of the District,
and thus to protect the resources that there are generated. This tool has enabled
certify an important number of properties in the category of preservation, providing
economic benefits to their owners. Nevertheless, its scope is still very limited in
partly by ignorance of tools or by the refusal of owners to register properties
located within these areas protected, by fear to controls and sanctions from the
environmental authority. Thought, its thinks that tax incentives constitute an
important management tool for protected areas, it is proposed that such a tool
must be accompanied by other incentives to allowed to reacciones the
environmental objectives without conflicting with the productive systems already
established in those areas.
