Abstract
Si el estado ha ido aumentando el IVA de los diferentes productos y servicios afectando el ingreso de la población, sustentado en la inversión social; entonces ¿por qué no se ve el fortalecimiento en salud y educación y por el contrario se muestra mayor desigualdad, aumento en la inflación, desempleo y una brecha más profunda entre ricos y pobres? El presente ensayo está basado en datos estadísticos aportados por las diferentes instituciones nacionales encargadas de monitorear la economía nacional, entre ellas se tomaron los boletines e informes de los últimos años de organizaciones públicas tales como el DANE, el Banco de la República, El Ministerio de Hacienda y la DIAN, e instituciones privadas tales como Fedesarrollo y ANIF, entre otras; las cuales ayudarán a evidenciar que esta situación se da como producto de una mala gestión administrativa de los ingresos fiscales de la nación y que con la aprobación de la reforma tributaria, ley 1819 de 2016 estos han pasado de sostenerse mayormente de las exportaciones minero-energéticas a los impuestos indirectos como el IVA, siendo este uno de los principales impuestos nacionales pero a su vez el más impopular de todos. Con esta última reforma, claramente se ha castigado el consumo de los estratos bajos de la sociedad, pero lo que el gobierno no ha tenido en cuenta es que debido al gran porcentaje que estos estratos representan para la economía nacional, su negativa al consumo sumada a las estrategias del Banco de la República para llevar la inflación al rango meta del gobierno, podría llevar al país a tener altos índices de desempleo, que de no ser controlados ayudarían a profundizar la desaceleración económica que se ha venido dando desde 2014. Del mismo modo, un claro agravante del hostil futuro económico que les espera a los estratos bajos está basado en la desigualdad que se da como producto de menoscabar su poder adquisitivo, ya que al aumentar el IVA en la canasta familiar, esto les ha quitado recursos que estos podrían destinar para su educación, para su salud y por supuesto para su progreso, entonces no basta con las buenas intenciones del estado para destinar subsidios a las clases menos favorecidas cuando el estado es incapaz de controlar que los mismos terminen en las arcas de los ricos, por lo tanto se necesita reestructurar instituciones como el ICETEX, modificar programas como el SISBEN, y en lugar de seguir gravando y menoscabando los ingresos de los pobres endurecer las leyes para sancionar los malos manejos de los recursos públicos. Con lo anterior, se concluye que las consecuencias de continuar aumentando los impuestos a la población derivan en menores recaudos tributarios, mayor desaceleración económica, mayores cifras de desempleo, desigualdad, informalidad laboral y violencia.
If the state has been increasing the IVA of the different products and services affecting the income of the population, supported by social investment; then why do not we see the strengthening in health and education and on the contrary, this shows greater inequality, increase in inflation, unemployment and a deeper gap between rich and poor?.
The present essay is based on statistical data provided by the different national institutions in charge of monitoring the national economy, among which were taken the bulletins and reports of the last years of public organizations such as the DANE, the Bank of the Republic, the Ministry of Treasury and the DIAN, and private institutions such as Fedesarrollo and ANIF, among others; which will help to show that this situation occurs as a result of poor administrative management of the nation's fiscal revenues, which have recently moved from leaning more heavily in the mining and energy exports to indirect taxes such as IVA through Law 1819 of 2016; this being one of the main national taxes but at the same time the most unpopular of all. With this last reform, the consumption of the lower strata of society has clearly been punished, but what the government has not taken into account is that due to the large percentage of these strata represent for the national economy, theirs refusal to consumption, added to the strategies of the Bank of the Republic to bring inflation to the target range of the government, could lead the country to have high unemployment rates that if not controlled would help deepen the economic slowdown that has been taking place since 2014. In the same way, a clear aggravating factor of the hostile economic future that awaits to the low strata is based on the inequality that is given as a product of impairing their purchasing power, due to the increase IVA in the family basket, this has taken away resources which they could allocate for their education, for their health, and of course for their progress, so the good intentions of the state are not enough to allocate subsidies to the less favored classes when the state is unable to control that they end up in the coffers of the rich, therefore it is necessary to restructure institutions such as ICETEX, modify programs such as SISBEN, and instead of continuing to tax and undermining the income of the poor, the government should be hardened the laws to sanction the mismanagement of public resources. With the above, it is concluded that the consequences of continuing to increase taxes on the population result in lower tax revenues, greater economic slowdown, higher unemployment figures, inequality, labor informality and violence.
