Resumen
: Es un hecho que en el Estado Colombiano existen aproximadamente 8’554.6391 de víctimas originadas por el conflicto armado que se vivió por más de 50 años, debido a esta etapa de conflicto se han intentado implementar diferentes soluciones que conlleven al mejoramiento de la convivencia de los habitantes del territorio. Dentro de las posibles soluciones encontramos diferentes intentos de acuerdos como los sostenidos con las FARC en los años 1974, 1984, 1986, 1990, 1994, 1998 y 2005 con todos aquellos actores que luchan por ideales contrarios a los del Estado Social de Derecho, los cuales han derivado en múltiples fracasos, por un gran número de factores que no equilibran la igualdad entre ambos sectores.
Es por esta razón que en los últimos años en la lucha que se lleva en contra de todos aquellos grupos armados al margen de la ley que desean desestabilizar la armonía territorial, se han tomado diferentes enfoques que disminuyan en su totalidad todas aquellas aberraciones y afectaciones respecto al derecho internacional humanitario y los derechos humanos inherentes a todas las personas del mundo, exclusivamente de las víctimas directas del mismo. Debido al desconocimiento que se tiene por gran parte de la población frente al tema, de cómo el Estado impide que se generen a futuro nuevas víctimas o que el impacto de las mismas sea el mínimo, y/o que las victimas ya determinadas sufran nuevamente de una posible “revictimizacion”, lo que pretende es analizar las políticas de seguridad que se han implementado a través de los años y las que actualmente se implementan para contrarrestar dichas afectaciones o simplemente aquellas situaciones que regresan a la normalidad la vida de los afectados, a sabiendas que durante el desarrollo del conflicto armado las víctimas las afectaciones no fueron solo psicológicos sino materiales.
It is a fact that in the Colombian State 8 exist approximately 8 ' 554.6391 of victims originated by the armed conflict that was lived for more than 50 years, due to this stage of conflict there have tried to be implemented different solutions that they carry to the improvement of the conviviality of the inhabitants of the territory. Inside the possible solutions we find different attempts of agreements as the supported ones with the FARC in the year 1974, 1984, 1986, 1990, 1994, 1998 and 2005 with all those actors who fight for ideal opposite to those of the Social State of Law, which have derived in multiple failures, for a great number of factors that do not balance the equality between both sectors. It is for this reason that in the last years in the fight that removes in opposition to all those groups armed to the margin of the law that they want to destabilize the territorial harmony, there have taken different approaches that diminish in its entirety all those aberrations and affectations with regard to the humanitarian international law and the human rights inherent in all the persons of the world, exclusively of the direct victims of the same one. Due to the ignorance that is had on great part of the population opposite to the topic, of how the State prevents that new victims are generated to future or that the impact of the same ones is the minimum, and / or that the already certain victims suffer again of a possible "revictimizacion", what he claims is to analyze the security policies that have been implemented across the years and that nowadays are implemented to offset the above mentioned affectations or simply those situations that return to the normality the life of the affected ones, wittingly that during the development of the armed conflict the victims the affectations were not alone psychological but material.
