Abstract
This research was aimed at deepening and understanding the dynamics of the Islamic State in Syria and Iraq, during the period between 2003 and 2017, analyzing its birth, structure and future (2014), as well as studying how the emergence of this unique state has led Russia and the United States to pursue a changing foreign policy in relation to Syria, Iraq and the Islamic State itself in an attempt to dismantle it over the years. The subject was studied in the light of Constructivism, having as main author Alexander Wendt who analyzed the structure of the State to arrive at a comparative approach with the current Islamic State.
Both the established political theory and the determined space and time sought to understand that the decisions taken in Iraq and Syria gave rise to the Islamic State and how elements of constructivism were used to carry out foreign policy actions by Russia and the United States, until the total struggle against the Islamic State in the region.
