Abstract
Siendo Venezuela un Estado que actualmente enfrenta dificultades internas, resulta necesaria la compresión del proceso político y socio-económico de las dos últimas décadas. La transformación ideológica realizada por Hugo Chávez, determinó un giro del Estado latinoamericano en lo que respecta a su visión en el Sistema Mundo. A pesar que desde la presidencia de Betancourt y Pérez se inicia una perspectiva de política exterior, antinorteamericana por las ventajas petroleras venezolanas, es Chávez quien logra consolidar dicha posición, con el fin de alcanzar un lugar en el juego del sistema económico . No obstante, con la muerte del exmandatario, el chavismo se debilitó con el actual presidente Nicolás Maduro, quien ha tenido que afrontar el surgimiento de grupos sociales y nacionales, contra el gobierno establecido a partir de 2013, junto al desgaste económico por la reducción en el precio internacional del petróleo. Por lo anterior, esta investigación tiene como fin analizar el protagonismo e influencia a nivel nacional e internacional de los movimientos anti-sistémicos surgidos en Venezuela durante los últimos veinte años. Para lograr dicho propósito, la investigación tendrá tres objetivos específicos. En primer lugar, detallar el desarrollo ideológico, político y económico del gobierno de Hugo Chávez Frías. En segundo lugar, identificar cómo ha intervenido el petróleo en la aparición de movimientos anti-sistémicos en Venezuela. Por último, interpretar el surgimiento de grupos sociales y nacionales, durante el gobierno de Nicolás Maduro Moros. Su desarrollo se basa fundamentalmente en la teoría del análisis Sistema-Mundo propuesta por Wallerstein y en una metodología cualitativa. Para finalizar, la hipótesis planteada es los movimientos anti-sistémicos han determinado el curso y desarrollo de la política doméstica y exterior en Venezuela, con el fin de transformar las reglas del juego capitalista.
Venezuela being a State that currently faces internal difficulties, it is necessary to understand the political and socio-economic process of recent decades. The ideological transformation carried out by Hugo Chávez, determined a turn of the Latin American State with regard to its vision in the World System. Although the presidency of Betancourt and Perez began in a foreign policy perspective, anti-American for the Venezuelan oil advantages, it is Chávez who managed to consolidate that position, in order to reach a place in the game of the economic system. However, with the ex-president's death, Chavismo was weakened by the current president Nicolás Maduro, the one who had the confrontation with the emergence of social and national groups, with the government established from 2013, along with economic erosion by reducing the international price of oil. Therefore, this research aims to analyze the role and influence at the national and international levels of antisystemic movements in Venezuela during the last twenty years. To achieve the purpose, the idea that it has three specific objectives. First, detail the ideological, political and economic development of the government of Hugo Chávez Frías. Second, identify how oil has intervened in the emergence of anti-systemic movements in Venezuela. Finally, interpret the emergence of social and national groups, during the government of Nicolás Maduro Moros. Its development is based fundamentally on the theory of analysis. System-World proposed by Wallerstein and in a qualitative methodology. To conclude, the hypothesis put forward is the anti-systemic movements have determined the course and development of domestic and foreign policy in Venezuela, with the aim of transforming the rules of the capitalist game.
