Resumen
El reconocimiento contable de los diferentes hechos económicos en las empresas privadas como en las entidades públicas se modificó sustancialmente con la emisión de la Ley 1314 de 2009, toda vez que esta establece como política del Estado Colombiano la convergencia de la regulación contable del país hacia las Normas Internacionales de Información Financiera (NIIF) y Normas Internacionales deContabilidad (NIC).
En este sentido la Contaduría General de la Nación en el año 2009 emprendió el proyecto “Estudio, actualización y armonización del Régimen de Contabilidad Pública con estándares internacionales de contabilidad”, con el fin de actualizar la regulación contable pública con las NICSP.
Así las cosas, la Contaduría General de la Nación como máximo rector en materia contable pública y en cumplimiento de la Ley 1314 de 2009 (1) , emitió tres Marcos Normativos Contables, los cuales son: i) Marco Normativo para Empresas que cotizan en el mercado de valores o que captan o administran ahorro del público; ii) Marco Normativo Empresas que no cotizan en el mercado de valores y que no captan ni administran ahorro del público y iii) Marco Normativo para Entidades de Gobierno, el cual corresponde a una adopción indirecta de las Normas Internacionales de Contabilidad para el Sector Público (NICSP).
La finalidad de este documento es dar a conocer la importancia en el Jardín Botánico de Bogotá “José Celestino Mutis” (JBB) de la aplicación del Marco Normativopara Entidades de Gobierno,establecido por la Contaduría General de la Nación, a través de la Resolución 533 de 2015 y sus modificatorias, en el reconocimiento contable, es decir, medición inicial y posterior, y las revelaciones de los bienes muebles e inmuebles; así como los beneficios que trae en si la debida aplicación de las normas a los activos de propiedad planta y equipo en la Entidad.
The accounting recognition of the different economic events in private companies and public entities was substantially modified with the issuance of Law 1314 of 2009, since it establishes as a policy of the Colombian State the convergence of the country's accounting regulation towards International Financial Reporting Standards (IFRS) and International Accounting Standards (IAS).
In this regard, in 2009 the General Accounting Office of the Nation undertook the project "Study, update and harmonization of the Public Accounting System with international accounting standards", with the aim of updating the public accounting regulation with IPSAS.
In this regard, the General Accounting Office, as the highest governing body in public accounting matters and in compliance with Law 1314 of 2009, issued three (3) Accounting Regulatory Frameworks, which are: i) Regulatory Framework for Companies that are listed on the stock market or that capture or manage savings from the public; ii) Regulatory Framework for Companies that are not listed on the stock market and that do not capture or manage savings from the public; and iii) Regulatory Framework for Government Entities, which corresponds to an indirect adoption of the International Public Sector Accounting Standards (IPSAS).
The purpose of this document is to publicize the importance in the Botanical Garden of Bogota, José Celestino Mutis (JBB) of the application of the Regulatory Framework for Government Entities, established by the General Accounting Office of the Nation, through Resolution 533 of 2015, as amended, in the accounting recognition, that is, initial and subsequent measurement, and the disclosures of movable and immovable property, as well as the benefits that the proper application of the regulations to the assets owned, plant and equipment in the Entity brings in itself.
