Abstract
La seguridad internacional es un concepto que a pesar de que no ha tenido una definición consensuada, es pilar fundamental en la política tanto interna como externa de los Estados, esto, debido a que en el sistema internacional se vive un ambiente constante de incertidumbre por los diferentes actores que la componen. (Wabgou, 2012)
De acuerdo a esto, en el pasado los actores en el sistema internacional eran fundamentalmente los Estados y eran los únicos que tenían preponderancia e influencia en el ámbito global, situación que ha cambiado en los últimos años con el surgimiento de nuevos actores que han llegado a influir y tener más importancia que algunos estados.
Lo anterior se explica mencionando un concepto fundamental en las relaciones internacionales, como lo es la interdependencia, ya que en el sistema internacional este concepto ha tomado más fuerza gracias a la globalización, debido a que gracias al avance tecnológico el mundo está mucho más interconectado y por ende un suceso en alguna parte del mundo puede afectar a otros estados más fácilmente. Habiendo dicho esto, se observa que así como los estados son vulnerables a sucesos o crisis que pasan otros estados, también son vulnerables a las actuaciones de actores no estatales, como es el caso de organizaciones transnacionales y grupos armados terroristas que alteran la estabilidad internacional.
Teniendo en cuenta lo anterior, tanto el concepto como el fenómeno en sí de la seguridad internacional ha tenido una evolución histórica que no puede ignorarse ya que dicha evolución ha marcado los nuevos desafíos y las herramientas que se deben usar en materia de seguridad internacional.
International security is a concept that, despite the fact that it has not had a consensus definition, is a fundamental pillar in the internal and external policy of States, due to the fact that in the international system there is a constant atmosphere of uncertainty for the different actors that compose it. (Wabgou, 2012)
According to this, in the past the actors in the international system were fundamentally the States and were the only ones that had a preponderance and influence in the global sphere, a situation that has changed in recent years with the emergence of new actors that have come to influence and have more importance than some states.
The foregoing is explained by mentioning a fundamental concept in international relations, such as interdependence, since in the international system this concept has become stronger thanks to globalization, because thanks to technological progress the world is much more interconnected and therefore an event in some part of the world can affect other states more
easily. Having said this, it is observed that just as states are vulnerable to events or crises that other states pass, they are also vulnerable to the actions of non-state actors, such as transnational organizations and armed terrorist groups that alter international stability. Bearing in mind the above, both the concept and the phenomenon of international security itself have had a historical evolution that can not be ignored, given that this evolution has
marked the new challenges and the tools that should be used in terms of international security.
