Resumen
El giro a la izquierda que vivió América Latina durante la segunda década del siglo XXI trajo consigo un proceso cargado de desafíos institucionales, sociales y económicos que, por un lado, abrieron espacios para la reorganización del poder y la equidad de la sociedad civil, pero que, por otro lado, produjeron un fenómeno político que amenazó constantemente la estabilidad del sistema democrático a nivel regional. Los impeachment o juicios políticos, definidos como “el proceso por el cual se destituye un presidente cuando se ha constatado un crimen de responsabilidad” (Montaño, 2016), fueron característica de un gran número de gobiernos latinoamericanos que vieron interrumpidas sus administraciones. En este caso, para Suramérica hubo dos hechos importantes que afectaron el devenir de las presidencias; de una parte, se encontró el impeachment efectuado por el Congreso Paraguayo a Fernando Lugo durante el 2012; y de otra parte, el realizado a Dilma Rousseff en Brasil en el año 2016.
The turn to the left that Latin America experienced during the second decade of the 21st century brought with it a process full of institutional, social and economic challenges that, on the one hand, opened spaces for the reorganization of power and the equity of civil society, but that, on the other hand, produced a political phenomenon that constantly threatened the stability of the democratic system at the regional level. The impeachment or political trials, defined as "the process by which a president is removed when a crime of responsibility has been established" (Montaño, 2016), were characteristic of a large number of Latin American governments whose administrations were interrupted. In this case, for South America there were two important events that affected the future of the presidencies; On the one hand, the impeachment was made by the Paraguayan Congress to Fernando Lugo during 2012; and on the other hand, the one made to Dilma Rousseff in Brazil in 2016.
