Resumen
Este documento contiene la propuesta de investigación orientada a generar un sistema de alerta temprana del riesgo financiero para los Hospitales Públicos de Colombia, con la finalidad de que se puedan tomar los correctivos a tiempo de las entidades que tienen más probabilidad de entrar en una crisis económica, sin tener necesidad de recurrir a fuentes de financiación externa o con entidades gubernamentales, para garantizar la prestación de los servicios en salud. Para alcanzar el objetivo de este sistema, se utilizaron los estados financieros reportados en el año 2018, por los hospitales públicos clasificados sin riesgo por el Ministerio de Salud y Protección Social en el año 2019. De estos estados se construyeron razones financieras que fueron útiles como variables explicativas en la estimación del modelo utilizado por E. Almant en 1968 con su “Z- Score”, a partir de los cuales se identificaron como relevantes la razón corriente, el nivel de endeudamiento y los días de las cuentas por cobrar. Se estimaron dos funciones para generar el Z -Score, teniendo en cuenta las características y tamaño de las entidades: una para los hospitales de I nivel de atención y la segunda para los hospitales clasificados en II y III nivel de atención, que en general para el I nivel se clasifica correctamente más del 76% de las observaciones, y en el segundo nivel de atención del 87%.
This document contains the research proposal aimed at generating a system of early warning of financial risk for Public Hospitals in Colombia, so that corrective actions can be taken in time for the entities that are most likely to enter into an economic crisis, without having to request to external funding sources or government entities, to ensure the provision of health services.
xvi To achieve the system objective, the financial statements reported in 2018 by the public hospitals classified as risk-free by the Ministry of Health and Social Protection in 2019 were used. From those statements, financial ratios were constructed, that were useful as explanatory variables in the estimation of the model used by E. Almant in 1968 with its "Z-Score", from which the current ratio, the level of indebtedness and the days of accounts receivable were identified as relevant. Two functions were estimated to generate the Z-Score, taking into account the characteristics and size of the entities: one for hospitals at the Level-I and the second for hospitals classified in levels II and III, which in general for the Level-I more than 76% of the observations are correctly classified, and in the second level 87%.
