Abstract
La correcta ejecución de la gestión de proyectos podría ser mucho más efectiva si se realizara de manera correcta y así la sociedad se vería beneficiada de una forma más efectiva y rápida en Colombia, hay ciertos factores que hacen que la gestión de proyectos no se lleve a cabo de la mejor manera. Por ello en el presente trabajo se hablará acerca da la relación que tiene la corrupción y los tipos de esta, en la mala efectividad en la gestión de proyectos en la ciudad de Bogotá, esto observado desde el punto de vista del marco legal de contratación pública que rige en Colombia, seguido de un pequeño significado de corrupción y clientelismo en correlación con el territorio a estudiar esto yendo de la mano con la descripción del proyecto de la tercera fase del sistema de transporte publico Transmilenio. Finalmente se hace una comparación de la ejecución de este proyecto de la tercera fase de Transmilenio terminando así con unas conclusiones.
The correct execution of the project management could be much more effective if it were carried out in a correct way and thus society would benefit in a more effective and faster way in Colombia there are certain factors that cause that the project management is not carried out best way. For this reason in this paper we will talk about the relationship that corruption has and the types of it, in the poor effectiveness in the management of projects in the city of Bogota, this observed from the point of view of the legal framework of public procurement that governs in Colombia, followed by a small meaning of corruption and patronage in correlation with the territory to study this going hand in hand with the project description of the third phase of the public transport system Transmilenio. Finally, a comparison is made of the implementation of this project of the third phase of Transmilenio, thus concluding with some conclusions.
