Abstract
Si bien es cierto que las provincias más importantes del departamento de Cundinamarca son Sabana Centro y Sabana Occidente, la provincia de Ubaté es de igual forma importante, ya que está conformada por 10 municipios, representa el 6,2% del área total del departamento y se basa en la explotación minera, agropecuaria y una gran oferta turística, por lo cual su índice de competitividad la ubica entre las siete primeras dentro del desarrollo económico del departamento. En este sentido, se hace una focalización general en donde se definieron criterios puntuales en los que únicamente tres municipios cumplieron, y esto definió la población objetivo del Censo. Teniendo en cuenta lo anterior, uno de los organismos civiles más importantes de Colombia tomado para el presente estudio, hace referencia a las Juntas de Acción Comunal que según el Ministerio del Interior existen más de 45.000 en el país, en el departamento de Cundinamarca cerca de 4.200 y en la Provincia de Ubaté unas 256, denotando que son un número representativo en la participación ciudadana, de organización y desarrollo del país por medio de proyectos de carácter social y económico. Teniendo en cuenta lo anterior, el presente estudio se focaliza directamente en la gestión de las JAC de los municipios ya descritos y se aborda en cinco capítulos. Para esta investigación se realizó una caracterización y diagnóstico de las prácticas de gestión en las organizaciones civiles - JAC, con el fin de entender cómo es su funcionamiento y en el ejercicio del desarrollo de sus actividades propias en cada uno de los tres municipios seleccionados de la provincia de Ubaté, que, para este estudio, se eligieron los más representativos por aporte al Producto Interno Bruto provincial como lo son Lenguazaque, Tausa y la Villa de San Diego de Ubaté. Lo anterior se realizó por medio de una encuesta que fue validada por tres expertos y aplicado al ciento por ciento de los dignatarios de las JAC en mención, lo que permitió a la luz del modelo organizacional propuesto por Kast y Rosenzweig, la consolidación de una propuesta funcional para el fortalecimiento de la gestión de las JAC.
While it is true that the most important provinces of the department of Cundinamarca are Sabana Centro and Sabana Occidente, the province of Ubaté is equally important, since it is made up of 10 municipalities, represents 6.2% of the total area of the department and is based on mining, agriculture and a large tourist offer, which is why its competitiveness index places it among the first seven within the economic development of the department. In this sense, there is a general focus where specific criteria were defined in which only three municipalities met, and this defined the target population of the Census.
Taking into account the above, one of the most important civil organizations in Colombia taken for this study, refers to the Community Action Boards that according to the Ministry of Interior there are more than 45,000 in the country, in the department of Cundinamarca about 4,200 and in the province of Ubaté about 256, denoting that they are a representative number in the citizen participation, organization and development of the country through projects of social and economic character. Taking into account the above, this study focuses directly on the management of the CABs in the municipalities already described and is addressed in five chapters. For this research, a characterization and diagnosis of the management practices in the civil organizations - JAC was carried out, with the purpose of understanding how they operate and in the exercise of the development of their own activities in each of the three selected municipalities of the province of Ubaté, which, for this study, the most representative were chosen for their contribution to the provincial Gross Domestic Product, such as Lenguazaque, Tausa and the Villa de San Diego de Ubaté.
This was done through a survey that was validated by three experts and applied to one hundred percent of the dignitaries of the JAC in question, which allowed, in light of the organizational model proposed by Kast and Rosenzweig, the consolidation of a functional proposal for strengthening the management of the JAC.
