Abstract
Para el desarrollo del presente ensayo, se tomará como caso de estudio la empresa prestadora del servicio eléctrico en la región caribe del país Electricaribe S.A y los diferentes estatutos y posiciones que el Gobierno Nacional ha presentado frente a la privatización de las empresas públicas del Estado y la prestación eficiente del servicio. Inicialmente, se encontró que el Estado colombiano no ha realizado de la mejor manera la vigilancia, control y regulación a la empresa prestadora del servicio eléctrico Electricaribe, por tanto, el país tendría un impacto económico por un valor que supera los $2,2 billones; de los cuales corresponden al pasivo pensional y prestacional con corte de diciembre de 2018 por un valor de $1,1 billones, y $1,12 billones es el valor de la deuda de Electricaribe a septiembre de 2019, estas cifras varían de acuerdo al IPC y el visto final lo da el CONPES.( Portafolio, 2019). Según el PND 2018-2022, el gobierno aprobó un artículo en el cual de manera directa o indirecta se haría cargo de este saldo que dejó Electricaribe, por lo cual, analizando estas decisiones, se realizará el análisis de los principales fallos por parte de los últimos 3 Gobiernos nacionales frente a la crisis eléctrica presentada por la empresa Electricaribe.
