Resumen
Desde hace mucho tiempo se ha tratado de lograr la integración multinacional en la región suramericana; pero a pesar de los esfuerzos de integración y de los logros alcanzados hasta hoy con los procesos ya implementados, han existido fuertes dificultades para instaurar un modelo supranacional que consolide su potencial y que permita obtener mejores resultados, por lo que es necesario aprender no solo de los errores cometidos con estos procesos sino tomar las ventajas de los modelos exitosos para implementar un modelo realmente fuerte en la región que permita aprovechar las ventajas comparativas y competitivas y adecuarlas en el propio esquema de desarrollo.
Esta se convierte entonces en la motivación de este ensayo, que buscará explicar los sucesos que han llevado al fracaso y la inviabilidad de los procesos de integración subregional, en busca de que estos errores no se cometan en la puesta en marcha de las iniciativas que sean implementadas en adelante; buscando entonces que a partir de esta experiencia se cumpla con los objetivos lineados por sus miembros en materia comercial, económica y de desarrollo regional.
Para lograr lo anterior, en principio se analizará el proceso de desarrollo de la Comunidad Andina de Naciones (CAN), el MERCOSUR y la Unión CAN MERCOSUR, y la Comunidad Suramérica de Naciones, haciendo énfasis en las debilidades y fortalezas de cada uno de los procesos. Posteriormente se hará un análisis de la cartografía regional como un elemento que atenúa los procesos de integración. Para concluir, con el análisis de las causas que conllevan al no feliz término y al éxito de los asociaciones.
For a lot of time it has been a question of achieving the multinational integration in the South American region; but in spite of the efforts of integration and of the achievements reached up to today with the already implemented processes, strong difficulties have existed establish a supranational model who consolidates his potential and who allows to obtain better results, for what it is necessary to learn not only of the mistakes committed with these processes but to take the advantages of the successful models to help a really strong model in the region that allows to take advantage of the comparative and competitive advantages and to adapt them in the own scheme of development.
This on turns then in the motivation of this essay, which will seek to explain the events that have led to the failure and the unviability of the processes of sub regional integration, in search of which these mistakes are not committed in the putting in march of the initiatives that are implemented in forward; looking then that from this experience in fulfilled by the aims delineated by his members in commercial, economic matter and of regional development.
To achieve this, in principle there will be analyzed the process of development of the Andean Community of Nations (CAN), the MERCOSUR an d the union CAN MERCOSUR, and the Community South America of Nations, doing emphasis in the weaknesses and strengths of each one of the processes. Later there will be done an analysis of the regional cartography as an element that attenuates the processes of integration. To conclude, with the analysis of the reasons that carry to the not happy term and to the success of the associations.
