Abstract
Este artículo fue elaborado con el fin de analizar la forma en la que se consolida la información ambiental del Sector de la Minería de Carbón por el Ministerio de Minas y Energía y la Contaduría de la Nación, para proponer un modelo sistémico que permita fortalecer dicha evaluación y seguir las recomendaciones de las Naciones Unidas. Conocer la magnitud del sector de la minería del carbón es el primer paso para entender su impacto en la economía y el ambiente, por lo que se requiere analizar los procesos de explotación, extracción y consumo a nivel local y global. Posteriormente se puede identificar la forma en la que se consolida la contabilidad ambiental de este sector en los balances de la nación y contrastarla con el modelo recomendado por las Naciones Unidas. Las Naciones Unidas proponen un análisis de flujos entre el sector económico, en este caso la minería del carbón y el ambiente, como insumo para evaluar contablemente el impacto ambiental de dicha actividad. Mediante la identificación y evaluación de los flujos en lo referente a su magnitud y valor se entenderá la verdadera dimensión del impacto de actividad minera en su entorno.
This article was written to analyze the ways in which environmental information of coal mining sector is consolidated by the Ministry of Mines and Energy and the National Account Office, to propose a systemic model to strengthen the evaluation and follow the recommendations of the United Nations. Knowing the magnitude of the mining of coal is the first step to understanding its impact on the economy and the environment, it is required to analyze the processes of exploitation, extraction and consumption locally and globally. To then identify ways in which environmental accounting is consolidated this sector in the balance sheets of the nation and compare it with the model recommended by the United Nations. The United Nations proposed an analysis of flows between the economic sector, in this case coal mining and the environment as input to accounting evaluation the environmental impact of such activity. Through the identification and evaluation of flows in terms of their magnitude and value we will understand the true extent of the impact of mining on the environment.
