Abstract
La iniciativa de ciudades emergentes y sostenibles -ICES- desarrollada por el Banco Interamericano de Desarrollo -BID- se plantea como un modelo exitoso a nivel internacional, a la hora de impulsar el desarrollo sostenible de los territorios. En Colombia, la iniciativa fue implementada en Barranquilla, durante el periodo 2011-2013. La presente investigación analizó la ejecución de la iniciativa en la ciudad de Barranquilla; en Montevideo, Uruguay y en Cochabamba, Bolivia, a la luz de la teoría del desarrollo sostenible y la teoría organizacional sistémica. Los resultados señalan la pertinencia de la aplicación de la ICES en los territorios colombianos, acordes a las necesidades y complejidades particulares, como herramienta de planeación y coordinación.
The initiative for sustainable cities emerging and developed by the Inter-American Development Bank, is seen as a successful model internationally, when it comes to promoting sustainable development of the territories. In Colombia, the initiative was implemented inter alia in the city of Barranquilla, during the period 2011-2013.This research analyzed the implementation of the initiative in the city of Barranquilla and in two cities internationally (Montevideo - Uruguay and Bolivia-Cochabamba), in the light of the theory of sustainable development and systemic organizational theory. The results show the relevance of the implementation of the initiative BID Colombians, according to the needs and complexity, as a tool for planning and coordination territories.
